Requirements
An RFP is a procurement instrument. It earns its cost when several suppliers must be compared on identical terms and someone other than you has to justify the choice. Below that threshold it filters out exactly the small, senior suppliers most projects need.
If the decision is yours alone and the budget is under six figures, a two-page brief will get faster and better answers than a formal RFP.
Describe the outcome you need and the constraints you cannot move. Specifying the implementation invites suppliers to quote your guess rather than their expertise.
Publish the criteria and their weighting up front. Suppliers write better proposals against known criteria, and you get answers that are actually comparable.
The format exists to make competing offers comparable and the decision defensible. Both of those matter in specific circumstances and are pure overhead outside them.
Writing a usable RFP takes a week or two of someone's attention. Answering questions, receiving proposals and evaluating them adds several more. During that time nothing is being built.
There is a second, less visible cost. Formal RFPs favour suppliers who have staff dedicated to answering them. Excellent independent engineers and two-person studios generally do not respond, because the effort-to-odds ratio is poor. You end up choosing from a pool selected for administrative capacity rather than engineering quality.
For most projects a short brief works better. Two pages: what the business problem is, who uses the result, what it must connect to, what your constraints are on budget and timing, and how you will judge the answers.
Send it to three or four suppliers. Ask each for a written approach, a range rather than a fixed price, and the name of the person who would do the work. You will have comparable answers in a week rather than six.
Almost always. At that size a two-page brief sent to a few suppliers gets better answers and costs you weeks less.
That is normal and it is not a blocker. Describe the business outcome and the constraints; deciding the technical approach is the supplier's job, and how they decide tells you a lot about them.
